Brain drain

Brain drain refers to the mass emigration from a particular country of a group of people with good professional qualifications. The export of intellectual capital is a major risk factor for national security, and failure to control it has disastrous consequences for the country concerned. In Romania, the brain drain is leading to an inefficient social system, more limited professional opportunities, a decline in the standard of living and a reduction in wage levels.

What solutions does the Commission have to counteract the brain drain?

Is there a need for strategies and policies to be drawn up to combat the brain drain, given that the migration of highly qualified people is a social risk factor for both the country of origin and the country of destination?
