The World Bank has published a report which claims that by 2050 the volume of waste will exceed population growth, reaching 3.4 billion tonnes. The problems caused by enormous amounts of waste and, in particular, waste that is not recycled, need to be taken very seriously, since ignoring them will have adverse effects on the environment and disastrous consequences for world health, causing acceleration of global warming and serious damage to agriculture.

Unfortunately, it is low-income countries which will experience the worst waste management problems; therefore, there is a pressing need for intervention in these areas, as major problems need to be tackled before small ones can be addressed.

What measures can the Commission take to encourage effective waste management?
