Farmers who are unable to ensure the presence of animals on a pasture for grazing can receive area payment if they prove that they mowed the pasture and sold the hay at least twice a year, and are able to provide tax documents in support of these agricultural activities. However, Romanian farmers gave up collecting the grant for part of the pastures because the town halls failed to provide the pastures to them under a concession, or because the pastures were not eligible due to their altitude of over 1 800 m (no proof can be provided regarding the hay on those pastures, because vegetation at this altitude is not eligible for mowing, but only for being used directly by the animals).
